Submitted by Ernie Crowl:  "They are part of a memorial honoring a Navy Captain Cromwell who went down
with USS Sculpin (SS191) in the Pacific during WWII.  He was awarded the Medal of Honor post humus.  The
memorial is located in the Henry, Illinois park in his home town."
